The Semel Institute for Neuroscience and Human Behavior is seeking to hire a full-time Program Analyst to join the UCLA TIES (Training, Intervention, Education, and Services) for Families.

UCLA TIES for Families is an interdisciplinary program in LA County dedicated to optimizing the growth and development of foster/adoptive children from birth to age 25 and their families.

You will provide a wide variety of clinical support to the staff of the Antelope Valley-UCLA Public Partnership (AV-UPP) program. You will oversee contractual policy and compliance functions related to a federal contract obtained through the Los Angeles Department of Mental Health (DMH). Primary duties include:

  • Responsible for overseeing the internal audit program
  • Developing recommendations for improving internal audit controls, agency operating efficiency, record keeping, and proper documentation of agency processes
  • Conducting routine internal audits for clinical documentation and billing
  • Attending county meetings/training
  • Developing, initiating, maintaining, and revising policies and procedures for the general operation of the program
  • Maintaining electronic health record system (Exym) and electronic database system
  • Other duties as assigned


  • Working knowledge of the ICD-9-CM coding (DSM-IV), CPT codes, Mode &
  • Service Function Codes, & Interchange Acknowledgement Error codes
  • Three years of recent DMH contractual billing experience with Medi-Cal
  • (Preferred)
  • Knowledge of billing requirements and mental health coding rules pertinent to billing, compliance, and privacy to oversee billing submission to Medi-cal and private health insurance companies
  • Working knowledge of the Electronic Data Interchange Production Claim
  • cycle & Medi-Cal Claim Validation process to ensure accurate and timely billing
  • Ability to navigate Exym Activity Tracking System to analyze and export data used to assess quality improvement, quality assurance, and sustain research
  • Extensive knowledge and ability to navigate local and state agencies including LA County DMH, LA County DCFS, Southern California Regional
  • Centers, University Compliance Office, and University Legal.
  • Familiarity with University, federal, state, private, and non-profit funding agencies ‘guidelines and policies relevant to DMH contractual policy, compliance, cost allocation, and reimbursement (highly preferred)
  • Demonstrated knowledge of MHSA Prevention & Early Intervention evidence-based programs such as MAP, CPP, and TTM to ensure compliance with required data collection and submission
  • Extensive knowledge of LA County software systems: Enhance File Transfer
  • (EFT), Integrated System (IS/IBHIS), Secure File Transfer (SFT), Outcome
  • Measures Application (OMA)
  • Demonstrated experience with various University systems including
  • BruinBuy, and Travel Express, submitting FSRs, TSRs, University time reporting, and IT requests (preferred)
  • Strong analytical skills to assess personnel, define problems, formulate
  • logical solutions, develop alternative solutions, make recommendations and initiate corrective actions
  • Ability to identify ways to increase productivity by conducting statistical analyses to assess needs and/or areas of weakness.
  • Ability to report complex analytical reports and findings to the Executive
  • Director and periodically present outcomes to staff verbally in a small group setting
  • Mathematical skills and knowledge to perform various accounting transactions for the preparation of complex cost reports, other financial reports, and cost projection
